The Benue State House of Assembly has successfully passed into law a bill aimed at regulating outdoor structures used for signages, hoardings, and advertisements across the state.
The legislation, titled “A Bill for a Law to Regulate Outdoor Structures for the Display of Signage, Hoarding and Advertisement in Benue State and for Other Connected Purposes,” scaled through its third reading during a plenary session presided over by the Speaker, Rt. Hon. Berger Alfred Emberga, MNIQS. Following clause-by-clause consideration and the dissolution of the House into a Committee of the Whole, honourable members unanimously adopted the bill after considering the report of the House Standing Committee on ICT and Digital Economy.
The committee, chaired by Hon. Samuel Ismaaila Agadaga of Ogbadibo State Constituency, presented its findings and recommendations to the House. In his presentation, the committee chairman emphasised that effective implementation of the law would significantly boost the state’s Internally Generated Revenue (IGR). He projected that, once assented to by Governor Rev. Fr. Dr. Hyacinth Iormem Alia, the legislation could help the state achieve a monthly IGR target of Two Billion Naira.
Beyond revenue generation, Hon. Agadaga highlighted additional benefits, noting that proper regulation of outdoor advertising structures would create employment opportunities for the teeming youth of Benue State while preserving the environmental aesthetics of urban and rural areas.
The Speaker, Rt. Hon. Berger Alfred Emberga, commended members for their diligence, thorough contributions during debate, and support for the committee’s report, which enabled the bill to receive accelerated hearing and timely passage.
The new law is expected to introduce structured guidelines for the placement, design, and maintenance of billboards, signposts, and other outdoor advertising materials, ensuring orderliness, safety, and revenue optimisation for the state government.
Meanwhile, during the same plenary, another bill sponsored by Hon. Kennedy Agbogo Angbo (Oturkpo/Apa State Constituency) — “A Bill for a Law to Provide a Framework for Mainstreaming of Climate Change Actions, Provide for a System of Carbon Budgeting and Establishment of Benue State Council on Climate Change Secretariat 2026” — advanced to its second reading on the floor of the House.
The passage of the outdoor advertising regulation bill marks another step in the Assembly’s efforts to strengthen governance frameworks that promote economic growth, environmental sustainability, and orderly development in Benue State.
